“The administration actually underestimates the deficit since it leaves out about $80 billion in war costs. In a break from tradition — and in violation of new mandates from Congress — the White House did not include its full estimate of war costs.”

note:  The new mandates are from a Democratically controlled Congress.  The  White House has a maverick President whose Republican party will say that the Democrats weren’t able to do anything while they were in power.  Of course you can’t do anything when the White House doesn’t listen to the rules.
